Three fluid ounces is 3/8 cup, a size no measuring set includes. Fill the 1/4 cup once and add 2 tablespoons, or simply use 6 level tablespoons.

This size comes up when packing a toiletry bag. TSA allows carry-on liquids in containers up to 3.4 oz (100 mL), so a 3 fl oz travel bottle fits with a little room to spare. The limit applies to the container size, even when a bigger bottle is only partly full.

Recipes that ask for 3 oz of cream cheese, chocolate or pasta are talking about weight. Those ingredients do not fill a cup the way water does, so check the package or a scale. The dry vs. liquid ounces page explains the difference.
