A 15 oz can of beans lists net weight, and that weight includes the canning liquid. Drain and rinse the beans and you get about 1 1/2 cups; the rest was liquid.
Canned pumpkin purée often comes in 15 oz cans too. Purée has almost no free liquid and is close to water in density, so that can measures about 1 3/4 cups. As a straight liquid, 15 fl oz would be 1 7/8 cups.
For chili or soup, the can is the unit and you rarely need to measure. When a recipe asks for "1 1/2 cups cooked beans," one drained 15 oz can is the usual swap. See dry vs. liquid ounces for why label ounces are weight.
