The big 28 oz can of crushed or whole tomatoes is labeled by net weight, about 794 g of tomatoes and juice. If it were water, that would be about 3.36 cups. Tomato products are close to water or slightly denser, so the can holds roughly 3 to 3 1/2 cups with the juice.
Whole peeled tomatoes come packed in juice, and if you drain them you get noticeably less; the drained amount varies by brand. Crushed and puréed tomatoes have little free liquid, so most of the can is usable.
Sauce recipes usually call for "one 28 oz can," and that is the safest measure. Two 14.5 oz cans add up to 29 oz, close enough to swap in. As a liquid volume, 28 fl oz would be 3 1/2 cups. See dry vs. liquid ounces.
